How do you change a video to a picture?

Okay, so I see a lot of videos on you tube, and most of them have relly cute pictures or scenes

I was just wondering, is there anyway you could pause that seen or picture in the video

and then save it as a picture....Ive tried everything but i just dont know how???!!!!!!!!!How do you change a video to a picture?
You can do it:

1.Download video

2.download VLC media player for free here:http://www.videolan.org/vlc/

3.play video in VLC

4.Pause on your favor pic %26amp; click TAKE A SNAPSHOT button(in advanced controller).
