Emergency lights are on only for an emergency, so reducing the power consumption should never be a factor. They should be selected for longevity and reliability (which may point you towards more efficient lights) and visibility under poor conditions.



Unless they are running off a limited capacity battery, again, that may point to a more efficient lamp. In that case, a LED is best.

If the lights come on when you get a power loss, then no, it isn't worth it since these lamps are used so rarely that the cost of a new one outweighs any efficiency savings you might have.



If the lights are also used daily for normal activities in the area then it might just be worth considering changing to a more efficient type - but you have to do your sums to figure out the savings



If the lights are for emergency exit signs

These are generally on all the time and depending on the lamp inside might be worth changing to a different one.. Again you will have to do your sums to see if it is viable to do that. Fluorescent tubes are fairly efficient - that's what domestic energy efficient lamps are after all.



Another option you might have is to put a light sensor on each - turn the power off when it is light. You will also need to fasten a normal non lit sign to point the way though if you do that.
