On Jasc Paintshop how do I change the color for the neon picture tubes?

I am trying to make a color of lightsaber other than Green and Pink. I know how to get the green and pink picture tube but I can't change it to a different color.On Jasc Paintshop how do I change the color for the neon picture tubes?
Best I can recommend is to use the tube on its own layer, then adjust the hue on it, then blend in to the image you want to use it in.
